1. On 11/12/2015, in response to a request by Aireko Construction, LLC (“Aireko”), Commerce issued a final scope determination that solar modules assembled in the PRC with solar cells produced in the United States which Aireko imports are within the scope of the antidumping duty order on crystalline silicon photovoltaic products from the PRC (A-570-010).

2. Because the scope of the order specifically includes modules, laminates and/or panels assembled in the PRC consisting of crystalline silicon photovoltaic cells produced in a customs territory other than the PRC, Commerce found Aireko's solar modules assembled in the PRC with solar cells produced in the United States to be within the scope of the order.

3. Continue to suspend liquidation of entries of crystalline silicon photovoltaic products from the PRC, including solar modules assembled in the PRC with solar cells produced in the United States imported by Aireko described above, subject to the antidumping duty order on crystalline silicon photovoltaic products from the PRC.
