1. The Ministry of Economy of Mexico (Government of Mexico or GOM), as part of the implementation process of the Agreement Suspending the Countervailing Duty Investigation on Sugar from Mexico (CVD Suspension Agreement), signed on December 19, 2014 (79 FR 78044), established a nine-digit code for the Export Licenses issued to the Mexican mills seeking to export sugar to the United States.
2. These instructions are to notify U.S. Customs and Border Protection of the code which should be contained in the numbering for all Export Licenses accompanying imports of sugar from Mexico under the CVD Suspension Agreement.
The nine-digit code contains the following digits:
a. Mill:
The first two digits identify the Mexican mill that receives a quota allocation.
If an Export License is issued to companies and individuals other than the identified mills, it will be identified with the number “99”.

d. Scope:
The sixth digit identifies whether the sugar is covered (C) or is not covered (E) under the scope of the Agreement (see Section I of the CVD Suspension Agreement).
e. License Number:
The seventh, eighth and ninth digits identify a monthly general consecutive number that is assigned to the Export Licenses.
This number is reset to zero every month.
The number starts each month with 001.
3. While the construct of the license number is not proprietary, the actual Export License number (i.e., the nine-digit combined number on an individual Export License), is business proprietary in nature.
