1. On 10/19/2015, the U.S. Court of International Trade issued a preliminary injunction (PI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on utility scale wind towers from the Socialist Republic of Vietnam (A-552-814) for the period 02/13/2013 through 01/31/2014. This PI was issued in connection with court number 15-00276.

2. This PI enjoins liquidation of entries which were subject to the final results of the administrative review published at Utility Scale Wind Towers from the Socialist Republic of Vietnam, 80 Fed. Reg. 55,333 (Dep't Commerce Sept. 15, 2015) (final results of antidumping duty admin. review; 2013-2014); were entered, or withdrawn from warehouse for consumption, during the period from February 13, 2013 through January 31, 2014; were exported by any of the following exporters:

The CS Wind Group: CS Wind Vietnam Co., Ltd. and CS Wind Corporation.

3. Effective 10/19/2015, no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 5:00 p.m. Eastern Time on the day this order is issued. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the PI.

5. The PI applies to the liquidation instructions in message number 5275302, dated 10/02/2015.
