1. On 10/08/2015, the U.S. Court of International Trade issued an amended preliminary injunction enjoining liquidation of entries identified in paragraph 3 which are subject to the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China (A-570-979) for the period 05/25/2012 through 11/30/2013. This amended preliminary injunction was issued in connection with court number 15-00231.

2. This amended preliminary injunction adds two exporters, Jinko Solar Co., Ltd. and JinkoSolar International Limited, to the list of exporters in the preliminary injunction issued on 08/28/2015. See message number 5243302, dated 08/31/2015.

3. This amended preliminary injunction enjoins liquidation of entries of crystalline silicon photovoltaic cells, whether or not assembled into modules, from the People's Republic of China that:

were subject to the final results of the administrative review published at Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, from the People's Republic of China, 80 Fed. Reg. 40,998 (Dep't Commerce July 14, 2015) (final results of antidumping duty admin. review and final deter. of no shipments; 2012-2013);

were entered, or withdrawn from warehouse for consumption, during the period from May 25, 2012 through November 30, 2013;

were exported by any of the following exporters:

Canadian Solar Manufacturing (Changshu) Inc.;

and remain unliquidated as of 5:00 p.m. on 10/16/2015.

4. Effective 10/08/2015 (the date the Court issued the amended preliminary injunction), no liquidation may be made for entries referred to in paragraph 3 which remain unliquidated as of 5:00 p.m. Eastern Time on 10/16/2015. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

5. Effective immediately, CBP is instructed to follow the terms of the amended preliminary injunction. In addition, the amended preliminary injunction issued on 10/08/2015 replaces and supersedes the preliminary injunction issued on 08/28/2015 (see message number 5243302, dated 08/31/2015).

6. The amended preliminary injunction applies to the liquidation instructions in the following message numbers: 5219314, 5219315, 5219316, and 5219317, dated 08/07/2015, and 5233317, dated 08/21/2015.
