On 09/16/2025 Commerce published in the Federal Register (90 FR 44629) its preliminary determination of sales at less than fair value in the antidumping duty investigation of methylene diphenyl diisocyanate (MDI) from the People's Republic of China (China). 2. The products covered by this investigation are described in message 5072402, dated 03/13/2025. 3. This proceeding has been assigned case number A-570-200. 4. For imports of MDI from China, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 09/16/2025. Effective 09/16/2025, CBP shall require, for entries of MDI from China from the exporter/producer combinations listed below, a cash deposit equal to the antidumping duty cash deposits shown below: Exporter: China-Wide Entity Case number: A-570-200-000 Cash deposit rate: 511.75% Exporter: Covestro Polymers (China) Co., Ltd. Producer: Covestro Polymers (China) Co., Ltd. Case number: A-570-200-001 Cash deposit rate: 376.12% Exporter: Shandong Mingko Co., Ltd. Producer: Wanhua Chemical Group Co., Ltd. Case number: A-570-200-002 Cash deposit rate: 376.12% 5. For all other entries of MDI from China, the following cash deposit instructions apply: A. For all China exporters of MDI from China which have not received their own rate, the cash deposit rate will be the China-wide rate. B. For all non-China exporters of MDI from China which have not received their own rate, the cash deposit rate will be the rate applicable to the exporter/producer combinations that supplied that non-China exporter. 6.
