Re: Initiation of scope inquiry - antidumping/countervailing duty orders on Certain Walk-Behind Lawn Mowers and Parts Thereof from the People's Republic of China (A-570-129, C-570-130) 1. On 07/07/2025, Commerce initiated a scope inquiry on whether walk-behind lawn mowers manufactured in Thailand containing U.S.-origin engines imported by Daye North America, Inc. are covered by the scope of the antidumping and countervailing duty orders on certain walk-behind lawn mowers and parts thereof from the People's Republic of China (China) (A-570-129, C-570-130). 2. Continue to suspend liquidation of entries of walk-behind lawn mowers manufactured in Thailand containing U.S.-origin engines that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on certain walk-behind lawn mowers and parts thereof from China at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
