Re:
Initiation of circumvention inquiry - antidumping/countervailing orders on disposable aluminum containers, pans, trays, and lids from the People's Republic of China (A-570-170; C-570-171)
1.
On 07/11/2025, Commerce initiated a circumvention inquiry to determine whether disposable aluminum containers, pans, trays, and lids (aluminum containers), completed in Thailand and the Socialist Republic of Vietnam, using aluminum foil manufactured in the People's Republic of China (China), are covered by the scope of the antidumping duty (AD) and countervailing duty (CVD) orders on aluminum containers from China (A-570-170; C-570-171).
See 90 FR 30850.
2.
Continue to suspend liquidation of entries of aluminum containers that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on aluminum containers from China at the cash deposit rates in effect on the date of entry.
Such entries should not be liquidated until specific liquidation instructions are issued.
3.
In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
