On 05/07/2025, the U.S. Court of International Trade issued a statutory injunction (SI) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on certain paper plates from the People's Republic of China (A-570-164) for the periods 10/30/2024 through 03/03/2025 and 03/19/2025 through 02/28/2026.
This SI was issued in connection with court number 25-00064.

This SI enjoins liquidation of entries that were (1) produced by Guangdong Ecosource Environmental Technology Co., Ltd. and/or Ningbo Hongtai Package New Material Technology Co., Ltd. and exported by Fuzhou Hengli Paper Co., Ltd.; (2) that were the subject of the United States Department of Commerce's final determination in Certain Paper Plates From the People's Republic of China: Final Affirmative Determination of Sales at Less Than Fair Value and Final Affirmative Determination of Critical Circumstances, in Part, 90 Fed. Reg. 8,271 (Jan. 28, 2025); and that were entered, or withdrawn from warehouse, for consumption, during the periods 10/30/2024 through 03/03/2025 and 03/19/2025 through 02/28/2026.

Effective 05/07/2025 (the date the Court issued the SI), no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 05/07/2025.
Any such entries that are set for liquidation must be unset immediately.
Continue to suspend liquidation of these entries until liquidation instructions are issued.

Effective immediately, CBP is instructed to follow the terms of the SI.

Liquidation instructions for entries affected by this SI have not yet been issued.
