1. AS A RESULT OF A FIVE-YEAR ("SUNSET") REVIEW, THE
DEPARTMENT OF COMMERCE HAS REVOKED THE ANTIDUMPING DUTY ORDER ON
SOLID UREA FROM LITHUANIA AND PUBLISHED THE REVOCATION IN THE
FEDERAL REGISTER (69 FR 77993) ON DECEMBER 29, 2004. EFFECTIVE
DATE OF THE REVOCATION IS NOVEMBER 17, 2004.

2. CUSTOMS IS DIRECTED TO TERMINATE THE SUSPENSION OF
LIQUIDATION FOR ALL SHIPMENTS OF SOLID UREA FROM LITHUANIA,
ENTERED OR WITHDRAWN FROM WAREHOUSE FOR CONSUMPTION, ON OR AFTER
NOVEMBER 17, 2004. ALL ENTRIES OF THE SUBJECT MERCHANDISE THAT
WERE SUSPENDED ON OR AFTER NOVEMBER 17, 2004 SHOULD BE
LIQUIDATED WITHOUT REGARD TO ANTIDUMPING DUTIES (I.E., RELEASE
ALL BONDS AND REFUND ALL CASH DEPOSITS WITH INTEREST.) INTEREST
SHALL BE CALCULATED FROM THE DATE PAYMENT OF ESTIMATED
ANTIDUMPING DUTIES IS REQUIRED THROUGH THE DATE OF LIQUIDATION.
THE RATE AT WHICH SUCH INTEREST IS PAYABLE IS THE RATE IN EFFECT
UNDER SECTION 6621 OF THE INTERNAL REVENUE CODE OF 1954 FOR SUCH
PERIOD.

FOR PURPOSES OF THIS SUNSET REVIEW, THE PRODUCT COVERED IS
UREA, A HIGH-NITROGEN CONTENT FERTILIZER WHICH IS PRODUCED BY
REACTING AMMONIA WITH CARBON DIOXIDE. THE PRODUCT IS CURRENTLY
CLASSIFIED UNDER THE HARMONIZED TARIFF SCHEDULES OF THE UNITED
STATES ("HTSUS") ITEM 3102.10.0000. ALTHOUGH THE HTSUS
SUBHEADING IS PROVIDED FOR CONVENIENCE AND CUSTOMS PURPOSES, THE
WRITTEN DESCRIPTION OF THE MERCHANDISE IS DISPOSITIVE.


3. ALL SUSPENDED ENTRIES OF THE SUBJECT PRODUCT ENTERED OR
WITHDRAWN FROM WAREHOUSE PRIOR TO NOVEMBER 17, 2004 SHOULD NOT,
REPEAT NOT, BE LIQUIDATED UNTIL YOU RECEIVE SEPARATE AND
SPECIFIC LIQUIDATION INSTRUCTIONS.
