• Effective Date: Mar 04, 2015

1. On 03/04/2015, in response to a request by Ford Atlantic, Commerce issued a final scope determination that wall standards which Ford Atlantic imports are within the scope of the countervailing duty order on aluminum extrusions from the People's Republic of China (C-570-968).

2. Ford Atlantic's wall standards (Model Numbers: ARO/PW-STD-TRSM; ARO/PW-STD; MEX-AP0-18309-144.00; MEX-APO- 18309-177.56; and APS/99089) are comprised entirely of extruded aluminum and fasteners (i.e., steel mounts and rivets). Therefore, because Ford Atlantic's wall standards (Model Numbers: ARO/PW-STD-TRSM; ARO/PW-STD; MEX-AP0-18309-144.00; MEX-APO- 18309-177.56; and APS/99089) do not contain non-aluminum extruded components beyond fasteners, we find that the products do not meet the finished goods exclusion and thus are covered by the scope of the countervailing duty order.

3. Continue to suspend liquidation of entries of aluminum extrusions from the People's Republic of China, including wall standards imported by Ford Atlantic described above, subject to the countervailing duty order on aluminum extrusions from the People's Republic of China.
