1. Effective 08/01/2021, Commerce has revoked the antidumping duty order on certain frozen fish fillets (subject merchandise) from the Socialist Republic of Vietnam, in part, for the exporter/producer combination identified at paragraph 2a (see 90 FR 8120, dated 01/24/2025). This partial revocation applies only to subject merchandise from the Socialist Republic of Vietnam produced and exported to the United States by the exporter/producer combination identified in paragraph 2a. Specifically, both the producer and the exporter must be a company identified in paragraph 2a for the partial revocation to apply, although the producer and exporter need not be the same company. This partial revocation does not apply to subject merchandise produced by one of the companies identified below but exported by a company not identified below. Similarly, this partial revocation does not apply to subject merchandise exported by one of the companies identified below but produced by a company not identified below. This revocation also does not apply to subject merchandise that was exported by a company that sourced from the excluded exporter/producer combination. 2a. For shipments of subject merchandise from the Socialist Republic of Vietnam entered, or withdrawn from warehouse, for consumption on or after 08/01/2021, CBP is directed not to suspend liquidation of imports of shipments from this exporter/producer combination: Exporter: Vinh Hoan Corporation; Van Duc Food Export Joint Stock Company; Van Duc Tien Giang Food Export Company; Thanh Binh Dong Thap One Member Company Limited; Vinh Phuoc Food Company Limited Producer: Vinh Hoan Corporation; Van Duc Food Export Joint Stock Company; Van Duc Tien Giang Food Export Company; Thanh Binh Dong Thap One Member Company Limited; Vinh Phuoc Food Company Limited Case number: A-552-801-088 2b. Continue to suspend liquidation and collect cash deposits of estimated antidumping duties at the current rates for subject merchandise that is exported by any company listed in paragraph 2a and that is produced by any company other than a company listed in 2a. Such merchandise entered, or withdrawn from warehouse, for consumption on or after 08/01/2021, should be entered under case number A-552-801-083. 2c. Continue to suspend liquidation and collect cash deposits of estimated antidumping duties at the current rates for subject merchandise that is produced by any company listed in paragraph 2a and that is exported by any company other than a company listed in 2a. Such merchandise entered, or withdrawn from warehouse, for consumption on or after 08/01/2021, should be entered under case number A-552-801-000 or other company-specific case numbers. 2d. The exclusion from suspension of liquidation does not apply to entries of subject merchandise exported by a company that sourced from the excluded combination identified in paragraph 2a. Accordingly, such merchandise should be entered under the case number and at the cash deposit rate for the appropriate exporter or the Vietnam-wide entity. 3. Commerce will issue separate instructions to liquidate all entries of subject merchandise entered, or withdrawn from warehouse, for consumption on or after 08/01/2021 without regard to antidumping duties for the exporter/producer combination listed at paragraph 2a. Do not liquidate any entries of the merchandise covered by paragraph 2a until specific liquidation instructions are issued. 4. Do not liquidate any entries of the merchandise covered by paragraph 2b until specific liquidation instructions are issued. Liquidation instructions for certain entries of subject merchandise covered by paragraph 2b may have already been issued. See message 4116403, 04/25/2024. 5. Do not liquidate any entries of the merchandise covered by paragraphs 2c and 2d until specific liquidation instructions are issued.
