1. On 12/24/2014, the U.S. Court of International Trade (CIT) issued a preliminary injunction (PI) in connection with court number 12-00133, enjoining entries which are subject to the antidumping duty order on certain steel nails from the United Arab Emirates (A-520-804) for the period 11/03/2011 through 04/30/2013. (See message 4365306, dated 12/31/2014). On 01/16/2015, the CIT issued an amended PI in connection with court number 12-00133, enjoining liquidation of entries, which are subject to the antidumping duty order on certain steel nails from the United Arab Emirates (A-520-804) for the period 11/03/2011 through 04/30/2013, with the exception of certain entries, as identified in paragraph 2, below. This message amends message 4365306, dated 12/31/2014.

2. The amended PI enjoins liquidation of entries of steel nails from the United Arab Emirates that are subject to the final determination and antidumping duty order resulting from the less-than-fair-value investigation published as Certain Steel Nails From the United Arab Emirates, 77 Fed. Reg. 17,029 (Dep't of Commerce Mar. 23, 2012) (final determination), as amended, 77 Fed. Reg. 27,421 (Dep't of Commerce May 10, 2012) (amended final determination and antidumping duty order); were entered or withdrawn from warehouse, for consumption for the period 11/03/2011, through 04/30/2013; and were produced and/or exported to the United States by Precision Fasteners, LLC (Precision); with the exception of Precision entries that are subject to message 4345302, dated 12/11/2014 (Precision import entries on or between 05/02/2012 through 05/07/2012), which entries should be liquidated without regard to antidumping duties.

3. Accordingly, effective 12/24/2014 (the date the Court issued the original PI), no liquidation may be made for such merchandise entered, or withdrawn from warehouse, for consumption on or after 11/03/2011 through 05/01/2012 and on or after 05/08/2012 through 04/30/2013, which remain unliquidated as of 12/24/2014. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Entries for the period 05/02/2012 through 05/07/2012 should be liquidated via message 4345302, dated 12/11/2014.

5. Effective immediately, CBP is instructed to follow the terms of the amended PI.

6. Liquidation instructions for entries affected by this amended PI have not yet been issued.
