1. FOR ALL SHIPMENTS OF CIRCULAR WELDED CARBON STEEL PIPES AND
TUBES, FROM THAILAND EXPORTED BY THAI UNION STEEL PIPE CO.,
LTD., AND ENTERED, OR WITHDRAWN FROM WAREHOUSE FOR
CONSUMPTION, DURING THE TIME PERIOD LISTED BELOW, ASSESS A
DUMPING LIABILITY EQUAL TO THE RATE LISTED BELOW MULTIPLIED
BY THE TRANSACTION VALUE.

2. THE ASSESSMENT OF ANTIDUMPING DUTIES BY THE CUSTOMS SERVICE
IS SUBJECT TO THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT
OF 1930, WHICH REQUIRE INTEREST TO BE CALCULATED ON THE
DIFFERENCE BETWEEN THE AMOUNTS DEPOSITED AS THE ESTIMATED
ANTIDUMPING DUTIES AND THE FINAL DUTIES ASSESSED. THE
INTEREST PROVISIONS ARE NOT APPLIABLE TO CASH OR BONDS
POSTED AS ESTIMATED ANTIDUMPING DUTIES BEFORE THE DATE OF
PUBLICATION OF THE ANTIDUMPING DUTY ORDER. INTEREST SHALL
BE CALCULATED FROM THE DATE OF PAYMENT OF ESTIMATED OF
ESTIMATED ANTIDUMPING DUTIES THROUGH THE DATE OF LIQUIDATION.
THE RATE OF THE INTEREST IS THE ONE IN EFFECT UNDER SECTION
6621 OF THE INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD.




3. WHENEVER THE USE OF THE ABOVE VALUE RESULTS IN THE ASSESSMENT
OF DUMPING DUTIES, YOU SHOULD REQUIRE OF THE IMPORTER PRIOR
TO LIQUIDATION THE REIMBURSEMENT STATEMENT DESCRIBED IN
SECTION 353.26 OF THE COMMERCE DEPARTMENT REGULATIONS. IF
THE IMPORTER HAS BEEN REIMBURSED ANTIDUMPING DUTIES OR FAILS
TO RESPOND TO YOUR FORMAL REQUEST (VIA CF 28 OR 29) FOR THE
REIMBURSEMENT STATEMENT PRIOR TO LIQUIDATION, CUSTOMS SHOULD
DOUBLE THE ANTIDUMPING DUTIES IN ACCORDANCE WITH THE
ABOVE-REFERENCED REGULATION.

4. YOU MAY RELEASE APPRAISED VALUES TO THE INDIVIDUAL IMPORTER
OR HIS AUTHORIZED REPRESENTATIVE. YOU MAY NOT RELEASE ANY
DETAILS OF THE CALCULATIONS OF APPRAISED VALUES WITHOUT
AUTHORIZATION OF CUSTOMS SERVICE HEADQUARTERS.

5. THE COURT OF INTERNATIONAL TRADE INJUNCTION PROHIBITING THE
LIQUIDATION OF CIRCULAR WELDED CARBON STEEL PIPES AND TUBES
MANUFACTURED OR EXPORTED BY THAI UNION STEEL PIPE CO., LTD.,
AND ENTERED DURING THE PERIOD MARCH 1, 1987, THROUGH FEBRUARY
29, 1988, HAS BEEN LIFTED.

6. THIS E-MAIL CONSTITUTES THE IMMEDIATE LIFTING OF SUSPENSION
OF LIQUIDATION OF ENTRY SUMMARIES FOR THE MERCHANDISE AND
PERIODS LISTED ABOVE.
