On 11/26/2024, Commerce issued a final scope ruling that the decorative board brick, which is used to frame wall decorations, is covered by the scope of the antidumping and countervailing duty orders on Ceramic Tile from the People's Republic of China (A-570-108; C-570-109).

Specifically, Commerce determined that the decorative board brick, which is used to frame wall decorations, is covered by the scope of the orders because the description and illustration shows the ceramic tile covering a wall.
The decorative board brick is a carved, decorative tile made from clay that is used to frame wall decorations and measures from 540 mm to 690 mm by 100 mm to 1800 mm by 25 mm to 35 mm.

This final scope ruling is applicable only to merchandise imported by Landscape Associates, Inc.

Continue to suspend liquidation of entries of Decorative Board Brick covered by the ruling already subject to the suspension of liquidation under the antidumping duty and countervailing duty orders on ceramic tile from China at the cash deposit rates in effect on the date of entry in accordance with message 4227402 dated 08/14/2024.
4b. For all entries of Decorative Board Brick not already subject to the suspension of liquidation, CBP should suspend liquidation of (i) shipments entered, or withdrawn from warehouse, for consumption on or after 08/07/2024, and (ii) shipments entered, or withdrawn from warehouse, for consumption prior to the date of initiation of the scope inquiry but no earlier than 11/04/2021.
CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry.

Entries of products covered by paragraph 4 should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
