As a result of the ITC's negative determination of critical circumstances, CBP should terminate the suspension of liquidation for all shipments of subject merchandise that were entered, or withdrawn from warehouse, for consumption before 06/28/2024 (the date of publication of Commerce's affirmative preliminary determination notice in the Federal Register). All such entries should be liquidated without regard to antidumping duties (i.e., refund all cash deposits). 2.
