1. This is a correction to message 4222436, dated 08/09/2024 to correct the header, correct paragraphs 2, 4, and 5, and to remove paragraphs 6 through 8 of that message. 2. Some of the header fields of message 4222436 contain incorrect or incomplete information. The header of this message contains correct and complete information. Paragraph 2 of message 4222436 has been revised to remove instructions about liquidation. Paragraph 4 of message 4222436 has been revised to reference an injunction applicable to the entries covered by this instruction. Paragraph 5 of message 4222436 has been revised to remove the notice of lifting of suspension of liquidation language. Paragraphs 6 through 8 of message 4222436 have been removed. Below is the fully corrected message. 3. Commerce does not automatically conduct administrative reviews of antidumping duty orders. Instead, reviews must be requested pursuant to section 751(a)(1) of the Tariff Act of 1930, as amended, and in accordance with 19 CFR 351.213. 4. Commerce has not received a request for an administrative review of the antidumping duty order for the period and on the merchandise identified below except for the firms listed in paragraph 5. However, an injunction has been issued and entries during the period cannot be liquidated. See paragraph 6. 5. Entries of merchandise of the firms listed below should not be liquidated until specific instructions are issued. Continue to suspend liquidation of all entries of merchandise exported by the listed firms entered, or withdrawn from warehouse, for consumption during the period 05/01/2023 through 04/30/2024. CBP officers must also examine entries under A-570-972-000 and all existing company-specific case numbers to ensure the continued suspension of liquidation of entries during the applicable period of review for the exporters listed above. 6. The injunction with court number 22-00354 in message number 3010408 dated01/10/2023, is applicable to entries of stilbenic optical brightening agents from the People's Republic of China that are or were entered, or withdrawn from warehouse for consumption, on or after 12:01 a.m. November 27, 2022 Accordingly, until further notice continue to suspend liquidation of these entries until liquidation instructions are issued. Effective 12/29/2022, no liquidation may be made for entries referred to in paragraph 6 which remain unliquidated as of 11/27/2022. Any such entries that are set for liquidation must be unset immediately. Furthermore, in accordance with the Court's injunction order of 12/29/2022, any entries inadvertently liquidated after the order was signed but before this injunction is fully implemented by U.S. Customs and Border Protection shall be promptly returned to unliquidated status and suspended in accordance with the order. Therefore, any entries that were liquidated under message number 4222436 should be promptly returned to unliquidated status and suspended in accordance with this injunction. Continue to suspend liquidation of these entries until liquidation instructions are issued. 7. Unless instructed otherwise, for all other shipments of stilbenic optical brightening agents from the People's Republic of China you shall continue to collect cash deposits of estimated antidumping duties for the merchandise at the current rates. 8.
