This is a correction to message 4317401, dated 11/12/2024, to correct the header, correct paragraph 1, correct and move paragraph 2, correct paragraph 3, and remove paragraphs 4 through 6 of that message. 2. Some of the header fields of message 4317401 contain incorrect or incomplete information. The header of this message contains correct and complete information. Paragraph 1 of message 4317401 has been revised to remove language about assessing duties. Paragraph 2 of message 4317401 has been updated to remove language about the notice of lifting of suspension and to move the remainder of the paragraph further down in the instructions. Paragraph 3 of message 4317401 has been revised to reference an injunction applicable to the entries covered by this instruction. Paragraphs 4 through 6 of message 4222436 have been removed. Commerce has rescinded the administrative review of the antidumping duty order on OBAs from China (A-570-972) covering the period 05/01/2023 through 04/30/2024 for the firm(s) listed below. Company: Jinan Subang Fine Chemical Co., Ltd. 4. The injunction with court number 22-00354 discussed in message number 3010408, dated 01/10/2023 is applicable to all entries of stilbenic optical brightening agents from the People's Republic of China that are or were entered, or withdrawn from warehouse for consumption, on or after 12:01 a.m. November 27, 2022. Accordingly, continue to suspend liquidation of such entries until liquidation instructions are issued. Effective 12/29/2022, no liquidation may be made for entries referred to in paragraph 3 which remain unliquidated as of 11/27/2022. Any such entries that are set for liquidation must be unset immediately. Furthermore, in accordance with the Court's injunction order of 12/29/2022, any entries inadvertently liquidated after the order was signed but before this injunction is fully implemented by U.S. Customs and Border Protection shall be promptly returned to unliquidated status and suspended in accordance with the order. Therefore, any entries that were liquidated under message number 4317401 should be promptly returned to unliquidated status and suspended in accordance with this injunction. Continue to suspend liquidation of these entries until liquidation instructions are issued. 5. Unless instructed otherwise, for all other shipments of OBAs from China you shall continue to collect cash deposits of estimated antidumping duties for the merchandise at the current rates. 6.
