1. This message pertains to the critical circumstances determination. On 09/15/2014, Commerce published in the Federal Register (79 FR 54967) its final affirmative determination of sales at less-than-fair-value (LTFV) and final affirmative determination of critical circumstances in the antidumping duty investigation of steel concrete reinforcing bar from Mexico (A-201-844). Commerce determined that critical circumstances existed for imports of steel concrete reinforcing bar from Mexico for all producers and/or exporters. Accordingly, in message number 4120305, dated 04/30/2014, and message number 4267301, dated 09/24/2014, Commerce instructed CBP to suspend liquidation of such shipments that were entered, or withdrawn from warehouse, for consumption on or after 01/24/2014, which is 90 days before the date on which suspension of liquidation was first ordered for such entries, 04/24/2014. In addition, for such merchandise entered or withdrawn from warehouse, for consumption during this period Commerce instructed CBP to require a cash deposit.

2. On 11/03/2014, the International Trade Commission (ITC) determined that critical circumstances do not exist with respect to subject imports from Mexico (79 FR 65246). Accordingly, for suspended entries of steel concrete reinforcing bar from Mexico that were entered, or withdrawn from warehouse, for consumption before 04/24/2014, CBP should terminate suspension of liquidation and liquidate the entries without regard to antidumping duties (i.e., refund all cash deposits).

3. Notice of lifting of suspension of liquidation of entries entered, or withdrawn from warehouse, for consumption before 04/24/2014 (the date of publication of Commerce's preliminary determination notice in the Federal Register) occurred on 11/03/2014, the date of the publication of the ITC's final determination of its investigation (79 FR 65246). For all other shipments of steel concrete reinforcing bar from Mexico, continue to collect cash deposits of estimated antidumping duties for the merchandise at the current rates unless instructed otherwise.

4. The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply.
