1. This is a correction to message 4240405, dated 08/27/2024, to correct paragraph 3 and the RE line of that message. 2. Paragraph 3 of message 4240405 contains incorrect information regarding the suspension of liquidation of entries of merchandise subject to the scope inquiry (i.e., steel yokes) rather than merchandise subject to the antidumping and countervailing duty orders on Certain Freight Rail Couplers and Parts Thereof from the People's Republic of China. Paragraph 3 and the RE line also updates message 4240405 to correct the official case name. Below is the fully corrected message. 3. On 03/04/2024, Commerce initiated scope inquiries on whether certain steel freight rail yokes (steel yokes), specifically, American Association of Railroads (AAR) approved E type yokes and F type yokes as defined in the AAR specification of M-211 "Foundry and Product Approval Requirements for the Manufacture of Couplers, Coupler Yokes, Knuckles, Follower Blocks, and Coupler Parts," are covered by the scope of the antidumping and countervailing duty orders on certain freight rail couplers and parts thereof from the People's Republic of China (A-570-145, C-570-146). See message 4072407, dated 03/12/2024. 4. On 04/09/2024, Commerce rescinded the scope inquiry of the antidumping and countervailing duty order with respects to the firm and merchandise described in paragraph 3 above. See the Notice of Scope Ruling Applications Filed in Antidumping and Countervailing Duty Proceedings at 89 FR 24779, footnote 3, dated 04/09/2024. 5. Continue to suspend liquidation of entries of certain freight rail couplers that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on freight rail couplers from the People's Republic of China at the cash deposit rates in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 6. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 7.
