1. On 10/04/2024, Commerce published in the Federal Register its affirmative preliminary determination and determination of critical circumstances in the countervailing duty (CVD) investigation of crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from the Socialist Republic of Vietnam (Vietnam) (89 FR 80866). Additionally, Commerce has aligned the deadline for the final determination in the CVD investigation with the deadline for the final determination in the companion antidumping duty investigation of the same merchandise, currently scheduled to be issued no later than 02/10/2025. 2. The merchandise covered by this investigation is described in message 4143406, dated 05/22/2024. 3. This proceeding has been assigned case number C-552-842. 4. Cash Deposits for the companies identified below. 4a. Commerce did not find critical circumstances for the producers and/or exporters identified below. Accordingly, CBP shall suspend liquidation of subject merchandise entered, or withdrawn from warehouse, for consumption on or after 10/04/2024 (the date of publication of the preliminary determination), and shall require, for such entries, a cash deposit equal to the percentages of entered value for the producers and/or exporters listed below. Accordingly, for imports of such merchandise, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 07/06/2024 (90 days prior to the date of FR publication of the preliminary determination) and shall require, for such entries, a cash deposit equal to the percentage of entered value for the producers and/or exporters listed below. Case Number: C-552-842-006 Cash Deposit: 292.61 percent Producer and/or Exporter: All Others Case Number: C-552-842-000 Cash Deposit Rate: 2.85 percent 4c. Commerce found a zero or de minimis subsidy rate on imports of subject merchandise for the producer/exporter combination identified below. Accordingly, CBP is directed not to suspend liquidation of imports of shipments from this producer/exporter combination. Producer: Boviet Solar Technology Co., Ltd. Exporter: Boviet Solar Technology Co., Ltd. Case Number: C-552-842-005 Merchandise exported by Boviet Solar Technology Co., Ltd. that is produced by any company other than Boviet Solar Technology Co., Ltd., and merchandise produced by Boviet Solar Technology Co., Ltd. that is exported by any company other than Boviet Solar Technology Co., Ltd. is not subject to this exclusion from suspension of liquidation. Such merchandise, entered or withdrawn from warehouse, for consumption on or after 07/06/2024, should be entered under case number C-552-842-000 and suspended at the all-others cash deposit rate. 5.
