1. Commerce is conducting a new shipper administrative review of the antidumping duty order on small diameter graphite electrodes from the People's Republic of China (A-570-929) for the period 02/01/2014 through 08/31/2014.

2. The notice of initiation for this review was published in the Federal Register on 09/30/2014 (79 FR 58742).

3. For shipments of small diameter graphite electrodes from the People's Republic of China (PRC) exported and produced by the following company and entered, or withdrawn from warehouse, for consumption on or after 09/30/2014, a bond or other security deposit is permitted, at the importer's option:

Exporter: Xuzhou Jianglong Carbon Products Co., Ltd.
Producer: Xuzhou Jianglong Carbon Products Co., Ltd.
Case number: A-570-929-039
Deposit rate: 159.64%

The option to post a bond or other security deposit may only be made available to the exporter/producer combination identified above only in the combination identified above. For shipments of subject merchandise from the exporter or producer identified above in any other combination, cash deposits only should be collected at the PRC-wide rate in effect on the date of entry. The PRC-wide rate currently in effect is 159.64 percent.

4. In accordance with T.D. 85-145, at the discretion of CBP, CBP officers may accept either a single-entry basic importation and entry bond or a continuous basic importation and entry bond only if the amount of the estimated antidumping or countervailing duty is less than five percent ad valorem (or the equivalent). Otherwise, where the importer has the option to post a bond for estimated antidumping or countervailing duties, CBP officers must require a single-entry basic importation and entry bond pursuant to T.D. 85-145. You are instructed to adhere to the requirements of T.D. 85-145 with respect to these bonding requirements.

5. Unless instructed otherwise, for all other companies identified in ACE, the cash deposit rate is the rate provided therein.

6. For all other exporters of small diameter graphite electrodes from the People's Republic of China which do not have a specific rate in ACE, the cash deposit rate continues to be 159.64 percent.

7. The option of a bond in lieu of a cash deposit will remain in effect for imports of subject merchandise exported and produced by the entities identified in paragraph 3 until publication of the final results of the new shipper review.
