1. This is a correction to message 4261403, dated 09/17/2024, to correct the header of that message. 2. The header of message 4261403 contains incorrect information about the effective date. On 09/09/2024, Commerce issued a preliminary scope ruling that GPI Xantech DF40 and GPI Xantech DF40-D produced and/or exported by Gum Products International, Inc. are covered by the scope of the antidumping duty order on xanthan gum from the People's Republic of China (A-570-985). 4. Specifically, Commerce preliminarily determined that the xanthan gum inputs that are manufactured in China are not substantially transformed when used to produce GPI Xantech DF40 and GPI Xantech DF40-D. Commerce further preliminarily determined that GPI Xantech DF40 and GPI Xantech DF40-D are covered by the description in the plain language of the scope of the order within the meaning of 19 CFR 351.225(k)(1). 5. This preliminary scope ruling is applicable only to merchandise produced and/or exported by Gum Products International, Inc. 6. Continue to suspend liquidation of entries of GPI Xantech DF40 and GPI Xantech DF40-D produced and/or exported by Gum Products International, Inc. that are already subject to the suspension of liquidation in accordance with message 3304404, dated 10/31/2023. 7. For all entries of GPI Xantech DF40 and GPI Xantech DF40-D produced and/or exported by Gum Products International, Inc. not already subject to the suspension of liquidation, CBP should suspend liquidation of: (i) shipments entered, or withdrawn from warehouse, for consumption on or after 10/23/2023 (the date of initiation of the scope inquiry), and (ii) shipments entered, or withdrawn from warehouse, for consumption prior to the date of initiation of the scope inquiry but no earlier than 11/04/2021 (effective date of the suspension rules in the new scope regulations). CBP shall require, for such entries, a cash deposit at the applicable rate(s) in effect on the date of entry. Commerce established a third-country case number to allow product completed in Canada to be properly reported as subject to the order on xanthan gum from the People's Republic of China (A-570-985) upon entry.
