1. On 06/28/2024 Commerce published its preliminary determination in the countervailing investigation of ferrosilicon from Russia. At that time, Commerce did not make a determination regarding critical circumstances. On 08/28/2024, Commerce published in the Federal Register (89 FR 68860) its affirmative preliminary determination of critical circumstances in the countervailing duty investigation of ferrosilicon from Russia. 2. Commerce has preliminarily determined that critical circumstances exist for imports of subject merchandise from the producers and/or exporters identified below. Accordingly, for imports of such merchandise, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 04/24/2024 (the date of the initiation notice for this investigation) and shall require, for such entries, a cash deposit equal to the percentage of entered value for the producer and/or exporter listed below.
