1. On 09/04/2014, the U.S. Court of International Trade issued a temporary restraining order (TRO) enjoining liquidation of entries identified in paragraph 2 which are subject to the antidumping duty order on polyethylene terephthalate film, sheet, and strip from the People's Republic of China (A-570-924) for the period 11/01/2011 through 10/31/2012. This TRO was issued in connection with court number 14-00185.

2. This TRO enjoins liquidation of entries of polyethylene terephthalate film, sheet, and strip from the People's Republic of China which: (1) were entered, or withdrawn from warehouse, for consumption during the period November 1, 2011 through October 31, 2012, inclusive; (2) were the subject of the antidumping duty administrative review, the final results of which were published as Polyethylene Terephthalate Film, Sheet, and Strip from the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2011-2012, 79 Fed. Reg. 37,715 (Dep't of Commerce July 2, 2014) and accompanying Issues and Decision Memorandum; and (3) were exported by DuPont Teijin Films China Limited, DuPont Hongji Films Foshan Co., Ltd., or DuPont Teijin Films Hongji Ningbo Co., Ltd.

3. Effective 09/04/2014, no liquidation may be made for entries referred to in paragraph 2 which remain unliquidated as of 09/04/2014. Any such entries that are set for liquidation must be unset immediately. Continue to suspend liquidation of these entries until liquidation instructions are issued.

4. Effective immediately, CBP is instructed to follow the terms of the TRO.

5. The TRO applies to the liquidation instructions in message number 4224301, dated 08/12/2014.
