1. On 07/18/2014, Commerce published in the Federal Register (79 FR 41964) its final affirmative determination and final affirmative critical circumstances determination in the countervailing duty investigation of certain oil country tubular goods from the Republic of Turkey (C-489-817).

2. The products covered by this investigation are described in message 3213306, dated 08/01/2013.

3. This investigation has been assigned investigation number C-489-817.

4. Commerce has determined that critical circumstances exist for imports of certain oil country tubular goods from the Republic of Turkey from Borusan Mannesmann Boru Sanayi and three affiliates (see below), Tosçelik Profil ve Sac Endustrisi A.S. and four affiliates (see below), and all others. CBP shall suspend liquidation of such shipments that are entered, or withdrawn from warehouse, for consumption on or after 04/19/2014, which is 90 days before the date on which the first affirmative determination in this investigation published in the Federal Register. Effective 04/19/2014, for such entries, CBP shall require a cash deposit equal to the margins for the producers and/or exporters listed below:

Producer and/or Exporter: Borusan Mannesmann Boru Sanayi and three affiliates (collectively, Borusan)
The three affiliates are: Borusan Istikbal Ticaret, Borusan Mannesmann Boru Yatirim Holding A.S., and Borusan Holding A.S.
