1. THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
OF FEBRUARY 24, 1994 (59 FR 8906), THE FINAL RESULTS OF ITS
ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY ORDER ON
RICE FROM THAILAND (C-549-503) FOR THE PERIOD JANUARY 1, 1990
THROUGH DECEMBER 31, 1990.

2. IMPORTS COVERED BY THE REVIEW ARE SHIPMENTS OF ALL THAI RICE
INCLUDING RICE IN HUSK (PADDY OR ROUGH): HUSKED (BROWN)RICE
INCLUDING BASMATI AND OTHER: SEMI-MILLED OR WHOLLY-MILLED
RICE WHETHER OR NOT POLISHED OR GLAZED INCLUDING PARBOILED
AND OTHER: AND BROKEN RICE: AND CORRESPONDING HARMONIZED
TARIFF SCHEDULED ITEM NUMBERS 1006.10.00. 1006.20.20.
1006.20.40 1006.30.10. 1006.30.90 AND 1006.40.00.

3. THE NET SUBSIDY WAS FOUND TO BE 0.53 PERCENT AD VALOREM FOR
THE PERIOD JANUARY 1, 1990 THROUGH DECEMBER 31, 1990.

4. ACCORDINGLY, YOU ARE TO ASSESS COUNTERVAILING DUTIES EQUAL TO
0.53 PERCENT OF THE F.O.B. INVOICE PRICE ON ALL SHIPMENTS OF
RICE FROM THAILAND EXPORTED ON OR AFTER JANUARY 1, 1990 AND
ON OR BEFORE DECEMBER 31, 1990.

5. THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT REQUIRE THAT
INTEREST BE PAID ON OVERPAYMENTS OR UNDERPAYMENTS OF AMOUNTS
DEPOSITED AS ESTIMATED COUNTERVAILING DUTIES. SUCH INTEREST
IS PAYABLE AT THE RATE IN EFFECT UNDER SECTION 6621 OF THE
INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD. THE INTEREST
SHALL BE CALCULATED AT THAT RATE FROM THE DATE OF PAYMENT OF
ESTIMATED DUITES THROUGH THE DATE OF LIQUIDATION.

6. THE SUSPENSION OF LIQUIDATION ORDERED FOR THIS MERCHANDISE
EXPORTED ON OR BEFORE DECEMBER 31, 1990 IS LIFTED.
SUSPENSION OF LIQUIDATION FOR ALL ENTRIES OF THIS MERCHANDISE
EXPORTED AFTER DECEMBER 31, 1993 WILL CONTINUE. (SEPARATE
INSTRUCTIONS FOR THE PERIODS COVERING JANUARY 1, 1991 THROUGH
DECEMBER 31, 1992, WERE ISSUED IN E-MAILS #2183112 ON JULY 1,
1992 AND #3131112 ON MAY 11, 1993).

7. CUSTOMS OFFICERS SHALL COLLECT A CASH DEPOSIT OF ESTIMATED
COUNTERVAILING DUTIES IN ACCORDANCE WITH OUR PREVIOUS E-MAIL
(#4074112 OF MARCH 15, 1994). THIS DEPOSIT REQUIREMENT WILL
REMAIN IN EFFECT UNTIL PUBLICATION OF THE FINAL RESULTS OF
THE NEXT ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY
ORDER ON THIS MERCHANDISE.
