1. ON 09/04/1998 (63 FR 47239), THE DEPARTMENT OF COMMERCE
POSTPONED THE FINAL DETERMINATION IN THE COUNTERVAILING DUTY
INVESTIGATION OF STAINLESS STEEL PLATE IN COILS FROM BELGIUM
(C-423-809). ON 05/11/1999 (64 FR 25288), COMMERCE PUBLISHED IN
THE FEDERAL REGISTER ITS COUNTERVAILING DUTY ORDER. THE
DEPARTMENT DID NOT APPROPRIATELY ISSUE INSTRUCTIONS TO U.S.
CUSTOMS AND BORDER PROTECTION (CBP) ORDERING THE TERMINATION OF
SUSPENSION OF LIQUIDATION EFFECTIVE 01/02/1999 AND TO REINSTATE
THE SUSPENSION OF LIQUIDATION ON 05/11/1999.

2. THEREFORE, CBP SHALL REFUND TO ALL FIRMS ALL CASH DEPOSITS
WITH INTEREST AND RELEASE ALL BONDS RELATING TO IMPORTS OF
STAINLESS STEEL PLATE IN COILS FROM BELGIUM THAT ENTERED, OR
WITHDRAWN FROM WAREHOUSE, DURING THE PERIOD 01/02/1999 THROUGH
05/10/1999.
