On 05/24/2024, Commerce published in the Federal Register (89 FR 45839) its final determination of sales at less than fair value and final determination of critical circumstances in the antidumping duty investigation of certain paper shopping bags from Socialist Republic of Vietnam (Vietnam). 2. The products covered by this investigation are described in message 4011421, dated 01/11/2024. 3. This proceeding has been assigned case number A-552-836. 4. Because Commerce has determined that critical circumstances exist for imports of certain paper shopping bags from Vietnam from the exporters listed below, CBP shall suspend liquidation of all such entries of certain paper shopping bags that are entered, or withdrawn from warehouse, for consumption on or after 10/05/2023, which is 90 days before the date of publication of the preliminary determination in the Federal Register. Effective 05/24/2024, for entries of certain paper shopping bags from Vietnam, from the exporters listed below, CBP shall require a cash deposit equal to the following dumping margins: Exporter: Vietnam-Wide Entity Case number: A-552-836-000 Cash deposit rate: 92.34% Exporter: Dong Sung Printing Co., Ltd. Producer: Dong Sung Vina Printing Co., Ltd. Case number: A-552-836-001 Cash deposit rate: 36.51% Note: Dong Sung is sometimes translated as one word "Dongsung." Exporter: Goldsun Packaging and Printing Joint Stock Company Producer: Goldsun Packaging and Printing Joint Stock Company Case number: A-552-836-002 Cash deposit rate: 36.51% Exporter: Khang Thanh Manufacturing Company Limited Producer: Khang Thanh Manufacturing Company Limited Case number: A-552-836-003 Cash deposit rate: 36.51% Exporter: Vietnam Red Star Industry Company Limited Producer: Vietnam Red Star Industry Company Limited Case number: A-552-836-004 Cash deposit rate: 36.51% 6. For all other entries of certain paper shopping bags from Vietnam, the following cash deposit instructions apply: A. For all Vietnam exporters of certain paper shopping bags from Vietnam which have not received their own rate, the cash deposit will be the Vietnam-wide rate. B. For all non-Vietnam exporters of certain paper shopping bags from Vietnam which have not received their own rate, the cash deposit rate will be the rate applicable to the exporter/producer combinations that supplied that non-Vietnam exporter. 7.
