1. On 03/01/2024, Commerce issued its preliminary determination in the countervailing investigation of aluminum lithographic printing plates from the People's Republic of China on (89 FR 15134). On 04/08/2024, Commerce published in the Federal Register (89 FR 24433) its affirmative preliminary determination of critical circumstances in the countervailing duty investigation of aluminum lithographic printing plates from the People's Republic of China (subject merchandise). 2. The merchandise covered by this investigation is described in message 3299404, dated 10/26/2023. This proceeding has been assigned case number C-570-157. 3a. Commerce has determined that critical circumstances exist for imports of subject merchandise from the producers and/or exporters identified below. Accordingly, for imports of such merchandise, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 12/02/2023 (90 days prior to the date of FR publication of the preliminary determination), and shall require, for such entries, a cash deposit equal to the percentage of entered value for the producers and/or exporters listed below.
