1. On 03/25/2014, Commerce published in the Federal Register its preliminary affirmative determination and alignment of its final determination in the countervailing duty investigation of non-oriented electrical steel from Taiwan from 05/31/2014 until no later than 07/29/2014, thereby aligning it with the due date for the final determination in the antidumping duty investigation of non-oriented electrical steel from Taiwan (79 FR 16290).

2. The products covered by this investigation are described in message 3319313, dated 11/15/2013.

3. This investigation has been assigned investigation number C-583-852.

4. For imports of non-oriented electrical steel from Taiwan, CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 03/25/2014. Effective 03/25/2014, CBP shall require, for such entries, a cash deposit equal to the subsidy rates for the companies listed below:

Producer and/or Exporter: Leicong Industrial Co., Ltd. (Leicong)

Subsidy rate: 12.82%

All Others
Case Number: C-583-852-000
Subsidy Rate: 6.41%

5. The following companies received a de minimis subsidy rate in the preliminary determination. No suspension of liquidation is required at this time for the following companies:

Producer and/or Exporter: China Steel Corporation (CSC), HiMag Magnetic Corporation (HIMAG), and China Steel Global Trading Corporation (CSGT) (collectively, CSC Companies).
