1. THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
OF JANUARY 5, 1990 THE FINAL RESULTS OF ITS ADMINISTRATIVE
REVIEW OF THE COUNTERVAILING DUTY ORDER ON STANDARD
CHRYSANTHEMUMS FROM THE NETHERLANDS. THE REVIEW COVERS THE
PERIOD OCTOBER 27, 1986 THROUGH DECEMBER 31, 1987.

2. IMPORTS COVERED BY THE REVIEW ARE SHIPMENTS OF STANDARD
CHRYSANTHEMUMS FROM THE NETHERLANDS. DURING THE REVIEW
PERIOD, SUCH MERCHANDISE WAS CLASSIFIABLE UNDER ITEM NUMBER
192.2120 OF THE TARIFF SCHEDULES OF THE UNITED STATES
ANNOTATED, AND IS CURRENTLY CLASSIFIABLE UNDER ITEM NUMBER
0603.10.70 OF THE HARMONIZED TARIFF SCHEDULE.

3. THE NET SUBSIDY WAS FOUND TO BE 0.66 PERCENT AD VALOREM FOR
THE PERIOD OCTOBER 27, 1986 THROUGH DECEMBER 31, 1986 AND
0.57 PERCENT AD VALOREM FOR THE PERIODS JANUARY 1, 1987
THROUGH FEBRUARY 23, 1987 AND MARCH 12, 1987 THROUGH
DECEMBER 31, 1987. THE PERIOD FEBRUARY 24, 1987 THROUGH
MARCH 11, 1987 IS NOT SUBJECT TO ANY COUNTERVAILING DUTIES.


4. ACCORDINGLY, YOU ARE TO ASSESS COUNTERVAILING DUTIES OF 0.66
PERCENT OF THE F.O.B. INVOICE PRICE ON ALL SHIPMENTS OF THIS
MERCHANDISE ENTERED, OR WITHDRAWN FROM WAREHOUSE, FOR
CONSUMPTION ON OR AFTER OCTOBER 27, 1986 AND ON OR BEFORE
DECEMBER 31, 1986 (ID NO. C-421-601), 0.57 PERCENT OF THE
F.O.B. INVOICE PRICE ON ALL SHIPMENTS OF THIS MERCHANDISE
ENTERED, OR WITHDRAWN FROM WAREHOUSE, FOR CONSUMPTION ON OR
AFTER JANUARY 1, 1987 AND ON OR BEFORE FEBRUARY 23, 1987,
AND 0.57 PERCENT OF THE F.O.B. INVOICE PRICE ON ALL
SHIPMENTS OF THIS MERCHANDISE ENTERED, OR WITHDRAWN FROM
WAREHOUSE, FOR CONSUMPTION ON OR AFTER MARCH 12, 1987 AND
EXPORTED ON OR BEFORE DECEMBER 31, 1987. SHIPMENTS OF THIS
MERCHANDISE ENTERED, OR WITHDRAWN FROM WAREHOUSE, ON OR
AFTER FEBRUARY 24, 1987 AND ON OR BEFORE MARCH 11, 1987,
SHOULD BE LIQUIDATED WITHOUT REGARD TO COUNTERVAILING
DUTIES.

5. THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT REQUIRE THAT
INTEREST BE PAID ON OVERPAYMENTS OR UNDERPAYMENTS OF AMOUNTS
DEPOSITED AS ESTIMATED COUNTERVAILING DUTIES. SUCH INTEREST
IS PAYABLE AT THE RATE IN EFFECT UNDER SECTION 6621 OF THE
INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD. THE INTEREST
SHALL BE CALCULATED AT THAT RATE FROM THE DATE OF PAYMENT OF
ESTIMATED DUTIES THROUGH THE DATE OF LIQUIDATION.

6. ENTRIES BETWEEN THE DATES OF THE PRELIMINARY DETERMINATION
AND PUBLICATION OF THE COUNTERVAILING DUTY ORDER ARE NOT
SUBJECT TO THE INTEREST PROVISIONS OF SECTION 778.
THEREFORE, NO INTEREST SHOULD BE COLLECTED OR PAID ON
ENTRIES OR WITHDRAWALS MADE ON OR AFTER OCTOBER 27, 1986 AND
ON OR BEFORE MARCH 11, 1987.

7. THE SUSPENSION OF LIQUIDATION ORDERED FOR THIS MERCHANDISE
EXPORTED ON OR BEFORE DECEMBER 31, 1987 IS LIFTED.
LIQUIDATION INSTRUCTIONS WERE ISSUED SEPARATELY COVERING
THE PERIODS JANUARY 1, 1988 THROUGH DECEMBER 31, 1991.
SUSPENSION OF LIQUIDATION FOR ALL ENTRIES OF THIS
MERCHANDISE EXPORTED ON OR AFTER JANUARY 1, 1992 WILL
CONTINUE.

8. CUSTOMS OFFICERS SHALL COLLECT A CASH DEPOSIT OF ESTIMATED
COUNTERVAILING DUTIES OF ZERO PERCENT IN ACCORDANCE WITH OUR
PREVIOUS INSTRUCTIONS ISSUED IN E-MAIL 2254116 OF SEPTEMBER
10, 1992. THIS DEPOSIT REQUIREMENT WILL REMAIN IN EFFECT
UNTIL PUBLICATION OF THE FINAL RESULTS OF THE NEXT
ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY ORDER ON
THIS MERCHANDISE.
