Commerce published in the Federal Register (88 FR 62318) on 09/11/2023 the final results of administrative review of a certain exporter subject to the antidumping duty order on small diameter graphite electrodes from the People's Republic of China (China) for the period 02/01/2021 through 01/31/2022. 2. As a result of Commerce's review, for shipments of subject merchandise entered, or withdrawn from warehouse, for consumption on or after 09/11/2023, (the date of publication of the final results of review in the Federal Register), the required cash deposit has been revised for a certain exporter as detailed below: Exporter: Fushun Jinly Petrochemical Carbon Co., Ltd. Case number: A-570-929-040 Cash deposit rate: 30.14% 3. If any entries of this merchandise are exported by a firm other than the exporter listed above then the following instructions apply: A. If the China or non-China exporter of the subject merchandise has its own rate, use the applicable exporter's rate for determining the cash deposit rate. B. For all China exporters of subject merchandise that have not been assigned a separate rate, the cash deposit rate will be the China-wide rate of 159.64 percent. C. For all non-China exporters of subject merchandise that have not received their own rate, the cash deposit rate will be the rate applicable to the China exporter that supplied that non-China exporter. 4. These cash deposit requirements shall remain in effect until further notice. Do not liquidate any entries of merchandise included in this administrative review until assessment instructions are issued. 5.
