INVESTIGATION OF CERTAIN STAINLESS STEEL WIRE RODS FROM
BRAZIL FOR EFFECTIVE LIQ. SUSPENSION DATE SEE MESSAGE

ON AUGUST 5, 1993, THE NOTICE OF THE PRELIMINARY DETERMINATION OF
SALES AT LESS THAN FAIR VALUE IN THE ANTIDUMPING DUTY
INVESTIGATION OF CERTAIN STAINLESS STEEL WIRE RODS FROM BRAZIL.

2. THE PRODUCTS COVERED BY THIS INVESTIGATION ARE CERTAIN
STAINLESS STEEL WIRE RODS (SSWRS). SSWRS ARE PRODUCTS WHICH ARE
HOT-ROLLED OR HOT-ROLLED ANNEALED AND PICKLED ROUNDS, SQUARES,
OCTAGONS, HEXAGONS OR OTHER SHAPES, IN COILS. SSWRS ARE MADE OF
ALLOY STEELS CONTAINING, BY WEIGHT, 1.2 PERCENT OR LESS OF CARBON
AND 10.5 PERCENT OR MORE OF CHROMIUM, WITH OR WITHOUT OTHER
ELEMENTS. THESE PRODUCTS ARE ONLY MANUFACTURED BY HOT-ROLLING
AND ARE ALWAYS SOLD IN COILED FORM, AND ARE OF SOLID
CROSS-SECTION. THE MAJORITY OF SSWRS SOLD IN THE UNITED STATES
ARE ROUND IN CROSS-SECTIONAL SHAPE, ANNEALED AND PICKLED. THE
MOST COMMON SIZE IS 5.5 MILLIMETERS IN DIAMETER. PURSUANT TO THE
CUSTOMS SERVICE'S MARCH 25, 1993 RECOMMENDATION, WE HAVE DELETED
THE QUALIFYING PHRASE "...FOR SUBSEQUENT COLD-DRAWING OR
COLD-ROLLING CONTAINED IN THE INITIATION NOTICE SCOPE LANGUAGE.
(SEE THE MARCH 25, 1993, MEMORANDUM FROM CUSTOMS TO THE
DEPARTMENT).

THE SSWRS SUBJECT TO THIS INVESTIGATION ARE CURRENTLY
CLASSIFIABLE UNDER SUBHEADINGS

7221.00.0005, 7221.00.0015, 7221.00.0020, 7221.00.0030,
7221.00.0040, 7221.00.0045, 7221.00.0060, 7221.00.0075,
7221.00.0080

OF THE HARMONIZED TARIFF SCHEDULE OF THE UNITED STATES (HTSUS).
ALTHOUGH THE HTS US SUBHEADINGS ARE PROVIDED FOR CONVENIENCE AND
CUSTOMS PURPOSES, OUR WRITTEN DESCRIPTION OF THE SCOPE OF THIS
INVESTIGATION IS DISPOSITIVE.

3. FOR FURTHER REPORTING PURPOSES THIS CASE HAS BEEN ASSIGNED
INVESTIGATION NUMBER (A-351-819). THIS NUMBER SHOULD BE USED
WHEN DEALING WITH THE DEPARTMENT OF COMMERCE ONLY. THE CUSTOMS
IDENTIFICATION NUMBERS (BELOW) ARE TO BE USED FOR CUSTOMS
IDENTIFICATION PURPOSES.

4. THE DEPARTMENT HAS PRELIMINARILY DETERMINED THAT CRITICAL
CIRCUMSTANCES EXIST WITH RESPECT TO EXPORTS OF SSWRS FROM TWO
BRAZILIAN COMPANIES (ACOS FINOS PIRATINI S.A. AND ACOS VILLARES
S.A.). THE U.S. CUSTOMS SERVICE SHALL SUSPEND LIQUIDATION OF
EXPORTS OF SSWRS FROM BRAZIL FROM THESE TWO MANUFACTURERS THAT
ARE ENTERED OR WITHDRAWN FROM WAREHOUSE, FOR CONSUMPTION ON OR
AFTER MAY 7, 1993 AND SHALL REQUIRE A CASH DEPOSIT OR POSTING OF
A BOND EQUAL TO 26.50 PERCENT. THIS SUSPENSION OF LIQUIATION
WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE.

FOR IMPORTS FROM ELECTROMETAL - METAIS ESPECIAIS S.A., THE
U.S. CUSTOMS SERVICE SHALL SUSPEND LIQUIDATION FOR IMPORTS THAT
ARE ENTERED OR WITHDRAWN FROM WAREHOUSE, FOR CONSUMPTION ON OR
AFTER AUGUST 5, 1993, AND SHALL REQUIRE A CASH DEPOSIT OR POSTING
OF A BOND EQUAL TO 24.63%. THIS SUSPENSION OF LIQUIDATION WILL
REMAIN IN EFFECT UNTIL FURTHER NOTICE.

FOR IMPORTS FROM ALL OTHER MANUFACTURERS/PRODUCERS/EXPORTERS, THE
U.S. CUSTOMS SERVICE SHALL SUSPEND LIQUIDATION FOR IMPORTS THAT
ARE ENTERED OR WITHDRAWN FROM WAREHOUSE, FOR CONSUMPTION ON OR
AFTER AUGUST 5, 1993 AND SHALL REQUIRE A CASH DEPOSIT OR POSTING
OF A BOND EQUAL TO 25.88%. THIS SUSPENSION OF LIQUIATION WILL
REMAIN IN EFFECT UNTIL FUTHER NOTICE.
