On 7/31/2023, Commerce initiated a circumvention inquiry to determine whether PC strand that is produced in the United States from high carbon steel wire imported from Mexico (product covered by the inquiry) is covered by the scope of the antidumping duty order on PC strand from Mexico (A-201-831). See 88 FR 49438. 2. Continue to suspend liquidation of entries of the product covered by the inquiry that are already subject to the suspension of liquidation under the antidumping duty order on PC strand from Mexico at the cash deposit rate(s) in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
