1. On 06/07/2023, in response to a request by Asia Wheel Co., Ltd. (Asia Wheel), Commerce issued a final scope determination that Asia Wheel's steel wheels, which Asia Wheel manufactured in Thailand using discs from China and rims produced in Thailand from steel plates from China or a third country, which Asia Wheel exports, are within the scope of the antidumping and countervailing duty orders on certain steel wheels from the People's Republic of China (A-570-082/C-570-083). 2. Because the imported steel wheels produced by the manufacturing method described in paragraph 1, above, are not found to be substantially transformed by further processing in Thailand, Commerce found these products to be within the scope of the order. 3a. Continue to suspend liquidation of entries of certain steel wheels from the People's Republic of China, including Asia Wheel's truck steel wheels produced and exported from Thailand by Asia Wheel described above, subject to the antidumping and countervailing duty orders on certain steel wheels from the People's Republic of China effective 05/12/2021, which is the date of initiation of the scope inquiry. 3b. Case numbers A-549-082 and C-549-083 have been created to accommodate entries of certain steel wheels produced and exported by Asia Wheel described in paragraph 1 above. 4.
