On 05/19/2023, Commerce issued a final determination that critical circumstances do not exist with respect to imports from all other producers/exporters of certain freight couplers and parts thereof from the People's Republic of China (88 FR 32184).
As a result of Commerce's final negative determination of critical circumstances, in part, CBP should terminate the suspension of liquidation for shipments all other producers/exporters of subject merchandise that were entered, or withdrawn from warehouse, for consumption before 03/03/2023 (the date of publication of Commerce's affirmative preliminary determination notice in the Federal Register).
All such entries should be liquidated without regard to countervailing duties (i.e., return all cash deposits).

Notice of the lifting of suspension of liquidation of entries of merchandise covered by paragraph 1, above, occurred with the publication of Commerce's final determination (88 FR 32184, 05/19/2023).
For all other shipments of subject merchandise, continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates unless instructed otherwise.

The interest provisions of section 778 of the Tariff Act of 1930, as amended, do not apply.
