On 05/17/2023, Commerce initiated a scope inquiry on whether certain black, plain-ended or threaded or threaded-and-coupled circular welded steel pipe, which was produced in the United States, exported to Mexico for finishing, and then re-imported into the United States by Productos Laminados de Monterrey S.A. de C.V. and/or PLM Steel Tubes LLC and/or Axis Pipe & Tube, Inc. (collectively, Prolamsa) (Prolamsa's re-imported standard pipe), is covered by the scope of the antidumping duty order on certain circular welded non-alloy steel pipe from Mexico (A-201-805).

Continue to suspend liquidation of entries of Prolamsa's re-imported standard pipe that are already subject to the suspension of liquidation under the antidumping duty order on certain circular welded non-alloy steel pipe from Mexico at the cash deposit rate(s) in effect on the date of entry.
Such entries should not be liquidated until specific liquidation instructions are issued.

In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures.
