On May 17, 2013, in response to a request by KCKK Mineral Fertilizer Plant, OJSC, part of the Uralchem, OJSC group of companies (collectively, “Uralchem”), Commerce issued a preliminary scope determination that NS 30:7 which Uralchem exports is within the scope of the antidumping duty order on solid fertilizer grade ammonium nitrate from Russia (A-462-811).

2. Because the imported product is an ammonium nitrate product comprised predominantly of ammonium nitrate and used in the same niche-market applications as the domestic like product, Commerce preliminarily found NS 30:7 to be within the scope of the order.

3. CBP should suspend liquidation of entries of solid fertilizer grade ammonium nitrate from Russia subject to the antidumping duty order, including NS 30:7 exported by Uralchem effective 11/02/2012, which is the date of initiation of the scope inquiry.
