On 03/13/2023, Commerce published in the Federal Register (88 FR 15372) its affirmative preliminary determination of sales at less than fair value and critical circumstances in the antidumping investigation of certain freight rail couplers and parts thereof (freight rail couplers) from the People's Republic of China (China).

The products covered by this investigation are described in message 2299402, dated 10/26/2022.

This proceeding has been assigned case number A-570-145.

Because Commerce determined that critical circumstances exist for imports of freight rail couplers from China from the exporter listed below, CBP shall suspend liquidation of all appropriate entries of freight rail couplers from China that are entered, or withdrawn from warehouse, for consumption on or after 12/13/2022 which is 90 days before the date of publication of the preliminary determination in the Federal Register.
Effective 12/13/2022, for entries of freight rail couplers from China from the exporter listed below, CBP shall require a cash deposit equal to the following dumping margins:

For all other entries of freight rail couplers from China, the following cash deposit instructions apply:
A.
For all Chinese exporters of freight rail couplers from China which have not received their own rate, the cash deposit rate will be the China-wide {"the People's Republic of China"} rate.
B.
Because there are no other exporters and/or producers in this investigation, for all non-Chinese exporters of freight rail couplers from China which have not received their own rate, the cash deposit rate will also be the China-wide rate.
