1. IN KEEPING WITH ARTICLE 5, PARAGRAPH 3 OF THE AGREEMENT ON
INTERPRETATION AND APPLICATION OF ARTICLES VI, XVI, AND XXIII OF
THE GENERAL AGREEMENT ON TARIFFS AND TRADE (THE SUBSIDIES CODE),
THE DEPARTMENT IS TERMINATING THE SUSPENSIONS OF LIQUIDATION ON
HOT-ROLLED LEAD AND BISMUTH CARBON STEEL FROM BRAZIL, FRANCE,
GERMANY AND THE UNITED KINGDOM FROM JANUARY 15, 1993, WHICH WAS
120 DAYS AFTER THE DATE OF PUBLICATION OF THE PRELIMINARY
DETERMINATIONS.

2. THE PRODUCTS COVERED BY THESE INVESTIGATIONS ARE HOT-ROLLED
BARS AND RODS OF NONALLOY OR OTHER ALLOY STEEL, WHETHER OR NOT
DESCALED, CONTAINING BY WEIGHT 0.03 PERCENT OR MORE OF LEAD OR
0.05 PERCENT OR MORE OF BISMUTH, IN COILS OR CUT LENGTHS, AND IN
NUMEROUS SHAPES AND SIZES. EXCLUDED FROM THE SCOPE OF THIS
INVESTIGATION ARE OTHER ALLOY STEELS (AS DEFINED BY THE
HARMONIZED TARIFF SCHEDULE OF THE UNITED STATES (HTSUS) CHAPTER
72 NOTE1 (F), EXCEPT STEELS CLASSIFIED AS OTHER ALLOY STEELS BY
REASON OF CONTAINING BY WEIGHT 0.4 PERCENT OR MORE OF LEAD, OR
0.1 PERCENT OR MORE OF BISMUTH, TELLURIUM, OR SELENIUM. ALSO
EXCLUDED ARE SEMI-FINISHED STEELS AND FLAT-ROLLED PRODUCTS. MOST
OF THE PRODUCTS COVERED IN THIS INVESTIGATION ARE PROVIDED FOR
UNDER SUBHEADINGS 7213.20.0000 AND 7214.30.0000 OF THE HTSUS.
SMALL QUANTITIES OF THESE PRODUCTS MAY ALSO ENTER THE UNITED
STATES UNDER THE FOLLOWING HTSUS SUBHEADINGS: 7213.31.30.00,
7213.31.60.00, 7213.39.00.30, 7213.39.00.60, 7213.39.00.90,
7214.40.00.10, 7214.40.00.30, 7214.40.00.50, 7214.50.00.10,

ALTHOUGH THE HTS SUBHEADINGS ARE PROVIDED FOR CONVENIENCE
AND CUSTOMS PURPOSES, OUR DESCRIPTION OF THE SCOPE OF THESE
PROCEEDINGS IS DISPOSITIVE.

3. FIELD OFFICERS SHALL TERMINATE THE SUSPENSIONS OF LIQUIDATION
FOR COUNTERVAILING DUTY PURPOSES ON ALL ENTRIES OF THE SUBJECT
MERCHANDISE MADE ON OR AFTER JANUARY 15, 1993. THE SUSPENSIONS
OF LIQUIDATION WILL NOT BE RESUMED UNLESS AND UNTIL THE
DEPARTMENT PUBLISHES COUNTERVAILING DUTY ORDERS IN THESE CASES.
FIELD OFFICERS SHALL CONTINUE TO SUSPEND LIQUIDATION ON ALL
ENTRIES OF CONSUMPTION MADE DURING THE PERIOD SEPTEMBER 17, 1992
THROUGH JANUARY 14, 1993 UNTIL THE CONCLUSION OF THESE
COUNTERVAILING DUTY INVESTIGATIONS.

4. THE TERMINATIONS DO NOT AFFECT THE REQUIREMENTS OF A CASH
DEPOSIT OR BOND ON ENTRIES SUBJECT TO THE SUSPENSIONS OF
LIQUIDATION ANNOUNCED IN THE DEPARTMENT'S PRELIMINARY
DETERMINATIONS IN THE COMPANION ANTIDUMPING DUTY INVESTIGATIONS
OF HOT-ROLLED AND BISMUTH CARBON STEEL, WHICH WERE PUBLISHED ON
SEPTEMBER 28, 1992 FOR FRANCE, GERMANY AND THE UNITED KINGDOM AND
ON NOVEMBER 17, 1992 FOR BRAZIL.

5. FOR FURTHER REPORTING PURPOSES, THESE CASES HAVE BEEN
ASSIGNED THE FOLLOWING INVESTIGATION NUMBERS: BRAZIL (C-351-812);
FRANCE (C-427-805); GERMANY (C-428-812); AND THE UNITED KINGDOM
(C-412-811)
