On 11/10/2022, Commerce initiated a scope inquiry on whether monopiles used in the foundation for offshore wind turbines are covered by the scope of the antidumping/countervailing duty orders on utility scale wind towers from Malaysia (A-557-821; C-557-822). See message 2319411. 2. On 12/15/2022, Commerce rescinded the scope inquiry of the antidumping/countervailing duty orders on utility scale wind towers from Malaysia (A-557-821; C-557-822). 3. Continue to suspend liquidation of entries of utility scale wind towers from Malaysia that are subject to the antidumping/countervailing duty orders on utility scale wind towers from Malaysia at the applicable rate(s) in effect on the date of entry until liquidation instructions are issued. 4. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 5.
