See message 2319401. 2. On 12/15/2022, Commerce rescinded the scope inquiry of the antidumping duty order on utility scale wind towers from the Socialist Republic of Vietnam (A-552-814). 3. Continue to suspend liquidation of entries of utility scale wind towers from the Socialist Republic of Vietnam that are subject to the antidumping duty order on utility scale wind towers from the Socialist Republic of Vietnam at the applicable rate(s) in effect on the date of entry until liquidation instructions are issued. 4. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 5.
