RE: COUNTERVAILING DUTIES - CARBON STEEL WIRE ROD FROM
NEW ZEALAND (C-614-504)


1. The Department of Commerce did not receive requests for
administrative reviews of the countervailing duty order on
carbon steel wire rod from New Zealand for the review periods
October 1, 1988 through September 30, 1989 and October 1,
1989 through September 30, 1990.

2. The merchandise covered by these instructions are shipments
from New Zealand of coiled, semi-finished, hot-rolled carbon
steel wire rod of approximately round solid cross-section,
not under 0.20 inch nor over 0.74 inch in diameter, tempered
or not tempered, treated or not treated, not manufactured or
partly manufactured, and valued over or under 4 cents per
pound.

Through 1988, such merchandise was classifiable under items
607.1400, 607.1710, 607.1720, 607.1730, 607.2200 and 607.2300
of the Tariff Schedules of the United States Annotated. This
merchandise is currently classifiable under items 7213.31.30,
7213.31.60, 7213.39.00, 7213.41.30 7213.41.60, 7213.49.00 and
7213.50.00 of the Harmonized Tariff Schedule.

3. Therefore, in accordance with section 355.22(g) of the
Commerce Regulations, you are to assess countervailing duties
at rates equal to the cash deposit of estimated
countervailing duties required at the time of entry on
merchandise exported on or after October 1, 1988 and on or
before September 30, 1990.

4. The rate of estimated countervailing duties which was
required to be deposited is:

5. The suspension of liquidation ordered for this merchandise
exported on or after October 1, 1988 and on or before
September 30, 1990 is lifted. The suspension of liquidation
for all shipments of this merchandiseexported after September
30, 1990 will continue. You are to continue to collect a
cash deposit of estimated countervailing duties at the
current rate of zero percent of the f.o.b. invoice price.

6. The provisions of section 778 of the Tariff Act require that
interest be paid on overpayments or underpayments of amounts
deposited as estimated countervailing duties. Such interest
is payable at the rate in effect under section 6621 of the
Internal Revenue Code of 1954 for such period. The interest
shall be calculated at that rate from the date of payment of
estimated duties through the date of liquidation.
