1. On 02/07/2022, Commerce initiated a circumvention inquiry to determine whether quartz surface products produced in the People's Republic of China (China), that are finished, packaged, or otherwise fabricated in Malaysia and exported from Malaysia into the United States are covered by the scope of the antidumping and countervailing duty orders on certain quartz surface products from China (A-570-084; C-570-085). See message 2042408, dated 02/11/2022. 2. On 10/21/2022, Commerce rescinded the above-referenced circumvention inquiry regarding the antidumping and countervailing duty orders on quartz surface products from China (A-570-084; C-570-085). See 87 FR 64009, dated 10/21/2022. 3. Also, on 10/21/2022, Commerce issued a final scope ruling that quartz slab manufactured in China and finished, packaged, or otherwise fabricated in Malaysia and exported from Malaysia into the United States is covered by the scope of the antidumping and countervailing duty orders on certain quartz surface products from China (A-570-084; C-570-085). See 87 FR 64009, dated 10/21/2022. Therefore, CBP should suspend liquidation of entries of quartz slab produced in China and finished, packaged, or otherwise fabricated in Malaysia, and exported from Malaysia into the United States, in accordance with message 2319407. CBP shall require, for such entries, a cash deposit at the applicable rates in effect on the date of entry. 4. In accordance with 19 CFR 351.225(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 5.
