In message 1286301, dated 10/13/2011, Commerce informed CBP that as a result of a court decision, CBP should lift suspension of liquidation of entries of certain activated carbon exported by various companies including all shipments of certain activated carbon exported by the People's Republic of China (“PRC”)-wide entity (A-570-904-000).

2. This is to clarify the liquidation of the PRC-wide entity in message 1286301. In Commerce's final results (74 FR 57995, 11/10/2009), the following exporters are no longer eligible for a separate rate and are considered part of the PRC-wide entity:

Exporter: Jilin Bright Future Chemicals Company, Ltd.
Exporter: Jilin Province Bright Future Industry and Commerce Co., Ltd.
Exporter: Ningxia Mineral & Chemical Limited

Therefore, entries of certain activated carbon from the PRC exported by the firms listed in this paragraph and entered, or withdrawn from warehouse, for consumption during the period 10/11/2006 through 03/31/2008 should be assessed an antidumping liability equal to 228.11 percent of the entered value except if paragraph 3 is applicable. Entries of such merchandise may have entered under the following case numbers:

3. If a bond or cash deposit was collected as security for an estimated antidumping duty for any shipment of product that was entered, or withdrawn from warehouse, for consumption during the period 10/11/2006 through 04/18/2007, assess an antidumping liability equal to 228.11 percent of the entered value or equal to the amount of the bond or cash deposit, whichever is less.
