FROM THE REP OF KOREA AND TAIWAN AND THE AMENDMENT OF THE
PRELIMINARY DETERMINATION OF CERTAIN WELDED S/S PIPE FM TW

1. THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
ON JUNE 22, 1992, ITS PRELIMINARY DETERMINATIONS IN THE
ANTIDUMPING DUTY INVESTIGATIONS OF CERTAIN WELDED STAINLESS STEEL
PIPES FROM THE REPUBLIC OF KOREA (A-580-810) AND TAIWAN
(A-583-815).

2. THE MERCHANDISE SUBJECT TO THESE INVESTIGATIONS IS WELDED
AUSTENITIC STAINLESS STEEL PIPE (WSSP) THAT MEETS THE STANDARDS
AND SPECIFICATIONS SET FORTH BY THE AMERICAN SOCIETY FOR TESTING
AND MATERIALS (ASTM) FOR THE WELDED FORM OF CHROMIUM-NICKEL PIPE
DESIGNATED A-312. THE MERCHANDISE COVERED BY THE SCOPE OF THIS
INVESTIGATION ALSO INCLUDES AUSTENITIC WELDED STAINLESS STEEL
PIPES MADE ACCORDING TO THE STANDARDS OF OTHER NATIONS WHICH ARE
COMPARABLE TO ASTM A-312. WSSP IS PRODUCED BY FORMING STAINLESS
STEEL FLAT-ROLLED PRODUCTS INTO A TUBULAR CONFIGURATION AND
WELDING ALONG THE SEAM. WSSP IS A COMMODITY PRODUCT GENERALLY
USED AS A CONDUIT TO TRANSMIT LIQUIDS OR GASES. MAJOR
APPLICATIONS INCLUDE, BUT ARE NOT LIMITED TO, DIGESTER LINES,
BLOW LINES, PHARMACUETICAL LINES, PETROCHEMICAL STOCK LINES,
BREWERY PROCESS AND TRANSPORT LINES, GENERAL FOOD PROCESSING
LINES AUTOMOTIVE PAINT LINES, AND PAPER PROCESS MACHINES.

3. IN OUR PRELIMINARY DETERMINATION, WE STATED THAT WSSP IS
CLASSIFIABLE UNDER SUBHEADINGS 7306.40.1000, 7306.40 .5010,
7306.40.5030, 7306.40.5050, AND 7306.40.5070 OF THE HARMONIZED
TARIFF SCHEDULE OF THE UNITED STATES (HTS).

SINCE THAT TIME, WE HAVE BEEN NOTIFIED THAT THE HTS
CLASSIFICATIONS HAVE CHANGED. WSSP IS NOW CLASSIFIABLE UNDER
SUBHEADINGS 7306.40.5005, 7306.40.5015, 7306.40.5045,
7306.40.5060, AND 7306.40.5075. ALTHOUGH THE HTS SUBHEADINGS ARE
PROVIDED FOR CONVENIENCE AND CUSTOMS PURPOSES, OUR WRITTEN
DESCRIPTION OF THE SCOPE OF THIS INVESTIGATION IS DESPOSITIVE.

4. REGARDING THE INVESTIGATION OF WSSP FROM TAIWAN, THE
DEPARTMENT WILL PUBLISH ITS AMENDED PRELIMINARY DETERMINATION
FOR JAUNG YUANN ENTERPRISE CO., LTD. (JYE) IN THE JULY 29, 1992,
FEDERAL REGISTER. THE PRELIMINARY MARGIN CALCULATION FOR JYE HAS
BEEN AMENDED TO 17.50 PERCENT DUE TO THE CORRECTION OF
MINISTERIAL ERRORS. AS A RESULT, THE "ALL OTHERS" RATE FOR
TAIWAN PRODUCERS/EXPORTERS HAS ALSO BEEN AMENDED TO 8.07 PERCENT.
