1. On 06/27/2022, Commerce issued a final scope ruling that flat jambs and super and stapled jambs with an oriented strand board (OSB) core (collectively, oriented strand board (OSB) core jambs) are covered by the scope of the antidumping and countervailing duty orders on wood mouldings and millwork products from the People's Republic of China (A-570-117/C-570-118). 2. Specifically, Commerce determined that flat jambs and super and stapled jambs with an oriented strand board (OSB) core are covered by the scope of the orders because the OSB core is not a composite material. Accordingly, these jambs are manufactured from wood and do not contain more than 50 percent composite material. 3. This final scope ruling is applicable only to merchandise imported by Composite Technology International, Inc. 4a. Continue to suspend liquidation of entries of flat jambs and super and stapled jambs with an oriented strand board (OSB) core already subject to the suspension of liquidation under the antidumping and countervailing duty orders on wood moulding and millwork products from the People's Republic of China at the cash deposit rates in effect on the date of entry in accordance with message 2061406, dated 03/02/2022. 4b. For all entries of flat jambs and super and stapled jambs with an oriented strand board (OSB) core not already subject to the suspension of liquidation, CBP should suspend liquidation of: (i) shipments entered, or withdrawn from warehouse, for consumption on or after 02/25/2022, and (ii) shipments entered, or withdrawn from warehouse, for consumption prior to the date of initiation of the scope inquiry but no earlier than November 4, 2021. CBP shall require, for such entries, a cash deposit at the applicable rates in effect on the date of entry. 5. Entries of products covered by paragraphs 4a and 4b should not be liquidated until specific liquidation instructions are issued. 6. This instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 7.
