1. On 05/26/2022, the U.S. Court of International Trade (CIT) sustained the final remand redetermination issued by Commerce pursuant to Celik Halat ve Tel Sanayi A.S. v. United States (CIT Court No. 21-00050). As a result of this decision, Commerce published in the Federal Register (87 FR 34653) on 06/07/2022, with an effective date of 06/05/2022, Prestressed Concrete Steel Wire Strand from the Republic of Turkey: Notice of Court Decision Not in Harmony with the Final Determination of Countervailing Duty Investigation; Notice of Amended Final Determination. 2. The products covered in this investigation are described in message 1050405, dated 02/19/2021. 3. As a result of the CIT's final decision, Commerce has amended the final determination on prestressed concrete steel wire strand from the Republic of Turkey. Accordingly, CBP is directed as indicated below. 4. For shipments of prestressed concrete steel wire strand from the Republic of Turkey entered or withdrawn from warehouse for consumption on or after 06/05/2022, CBP shall require, for such entries, a cash deposit equal to the rates for the producers and/or exporters listed below: Producer and/or Exporter: Celik Halat ve Tel Sanayi A.S.; Dogan Sirketler Grubu Holding A.S.; Adilbey Holding A.S. Case number: C-489-843-002 Cash deposit rate: 2.96 percent Producer and/or Exporter: All-Others Case Number: C-489-843-000 Cash deposit rate: 16.87 percent 5. Instructions for granting a request for a refund on any overcollection or for collecting additional deposits will be issued in a separate message. 6. These cash deposit requirements shall remain in effect until further notice. 7. Do not liquidate any entries of the merchandise covered by paragraph 4 above until specific liquidation instructions are issued. 8.
