1. THE DEPARTMENT OF COMMERCE PUBLISHED IN THE FEDERAL REGISTER
ON APRIL 2, 1992, NOTICE OF ITS PRELIMINARY DETERMINATION OF
SALES AT LESS THAN FAIR VALUE AND NOTICE OF POSTPONEMENT OF THE
FINAL DETERMINATION OF EXTRUDED RUBBER THREAD. THE FINAL
DETERMINATION WILL BE POSTPONED UNTIL NOT LATER THAN 135 DAYS
AFTER THE DATE OF THE PUBLICATION OF THIS NOTICE.

2. THE PRODUCT COVERED BY THIS INVESTIGATION IS EXTRUDED RUBBER
THREAD FROM MALAYSIA. EXTRUDED RUBBER THREAD IS DEFINED AS
VULCANIZED RUBBER THREAD OBTAINED BY EXTRUSION OF STABLE OR
CONCENTRATED NATURAL RUBBER LATEX OF ANY CROSS-SECTIONAL SHAPE,
MEASURING FROM 0.18 MM, I.E., 0.007 INCH OR 140 GAUGE, TO 1.42
MM, I.E., 0.056 INCH OR 18 GAUGE, IN DIAMETER. EXTRUDED RUBBER
THREAD IS CURRENTLY CLASSIFIED UNDER SUBHEADING 4007.00.00 OF THE
HARMONIZED TARIFF SCHEDULE (HTS).

3. THE U.S. CUSTOMS SERVICE SHALL SUSPEND LIQUIDATION OF
ENTRIES THAT ARE ENTERED, OR WITHDRAWN FROM WAREHOUSE, FOR
CONSUMPTION ON OR AFTER APRIL 2, 1992 FOR ANTIDUMPING DUTY
PURPOSES. THE ESTIMATED PRELIMINARY MARGIN PERCENTAGES ARE AS
FOLLOWS:

4. THE ABOVE MARGIN PERCENTAGES, HOWEVER, MUST BE ADJUSTED FOR
DEPOSITS OF ESTIMATED COUNTERVAILING DUTIES, OR BONDS IN LIEU
THEREOF, IMPOSED TO OFFSET EXPORT SUBSIDIES FOUND IN A
COUNTERVAILING DUTY INVESTIGATION BEING CONDUCTED SIMULTANEOUSLY
WITH THIS ANTIDUMPING INVESTIGATION. ONCE THIS ADJUSTMENT IS
MADE, THE ABOVE MARGIN PERCENTAGES ARE COMPLETELY ELIMINATED.

5. CUSTOMS OFFICERS SHALL TERMINATE THE DEPOSIT OR BOND FOR
COUNTERVAILING DUTY PURPOSES FOR ALL ENTRIES OF THE SUBJECT
MERCHANDISE MADE ON AND AFTER APRIL 28, 1992. (SEE EMAIL
#2034116, FEBRUARY 3, 1992.) (CUSTOMS SHOULD CONTINUE TO SUSPEND
LIQUIDATION ON ENTRIES MADE DURING THE PERIOD DECEMBER 30, 1991,
THROUGH APRIL 27, 1992, AT THE RATE SPECIFIED IN EMAIL #2034116,
UNTIL FURTHER NOTICE.)

6. ONCE THE REQUIREMENT FOR A DEPOSIT OF COUNTERVAILING DUTIES
IS TERMINATED, THE ABOVE MARGIN PERCENTAGES WILL NO LONGER BE
ADJUSTED. THEREFORE, CONCURRENTLY WITH THE TERMINATION OF THE
COUNTERVAILING DUTY DEPOSIT REQUIREMENT, CUSTOMS OFFICERS SHOULD
BEGIN TO REQUIRE A CASH DEPOSIT OR BOND FOR ANTIDUMPING DUTY
PURPOSES IN THE ABOVE AMOUNTS FOR ALL ENTRIES, OR WITHDRAWALS
FROM WAREHOUSE, FOR CONSUMPTION MADE ON AND AFTER APRIL 28,
1992. THIS SUSPENSION OF LIQUIDATION AND BOND OR DEPOSIT
REQUIREMENT SHALL REMAIN IN EFFECT UNTIL FURTHER NOTICE.

7. FOR FURTHER REPORTING PURPOSES, THIS ANTIDUMPING DUTY CASE
HAS BEEN ASSIGNED INVESTIGATION NUMBER A-557-805.
