1. THE DEPARTMENT OF COMMERCE HAS PUBLISHED IN THE
FEDERAL REGISTER OF FEBRUARY 25, 1992 (57 FR 6492) THE FINAL
RESULTS OF ITS ADMINISTRATIVE REVIEW OF THE COUNTERVAILING DUTY
ORDER ON CERTAIN TEXTILE MILL PRODUCTS FROM MEXICO. THE
REVIEW COVERS THE PERIOD JANUARY 1, 1990 THROUGH DECEMBER 31,
1990.

2. IMPORTS COVERED BY THE REVIEW ARE SHIPMENTS OF CERTAIN
TEXTILE MILL PRODUCTS FROM MEXICO.

DURING THE REVIEW PERIOD, SUCH MERCHANDISE WAS CLASSIFIABLE
UNDER ITEM NUMBERS OF THE HARMONIZED TARIFF SCHEDULE LISTED
IN CIE N-208/84, SUPPLEMENT 40, DATED FEBRUARY 22, 1989.

THE COUNTERVAILING DUTY ORDER ON CERTAIN TEXTILE MILL
PRODUCTS FROM MEXICO WAS REVOKED IN PART WITH RESPECT TO
DUTY-FREE PRODUCTS FROM MEXICO. PLEASE SEE E-MAIL/CIE
INSTRUCITONS C0105 OF APRIL 23, 1990, FOR THE ITEM NUMBERS OF
THE TARIFF SCHEDULES OF THE UNITED STATES AND THE HARMONIZED
TARIFF SCHEDULE FOR WHICH THE SUSPENSION OF LIQUIDATION WAS
DISCONTINUED.

3. THE TOTAL BOUNTY OR GRANT PROVIDED BY THE FOREIGN
GOVERNMENT DURING THE REVIEW PERIOD WAS FOUND TO BE DE MINIMIS
FOR ALL COMPANIES.

4. ACCORDINGLY, FOR ALL SHIPMENTS OF CERTAIN TEXTILE
MILL PRODUCTS FROM MEXICO ENTERED, OR WITHDRAWN FROM WAREHOUSE
FOR CONSUMPITON, ON OR AFTER FEBRUARY 25, 1992, YOU SHALL WAIVE
THE CASH DEPOSIT OF ESTIMATED COUNTERVAILING DUTIES. THESE
CASH DEPOSIT REQUIREMENENTS WILL REMAIN IN EFFECT UNTIL
PUBLICATION OF THE FINAL RESULTS OF THE NEXT ADMINISTRATIVE
REVIEW.

5. IN ADDITION, YOU ARE TO LIQUIDATE WITHOUT REGARD TO
COUNTERVAILING DUTIES ALL SHIPMENTS OF CERTAIN TEXTILE MILL
PRODUCTS FROM MEXICO EXPORTED ON OR AFTER JANUARY 1, 1990,
AND ON OR BEFORE DECEMBER 31, 1990.

6. THE SUSPESNION OF LIQUIDATION ORDERED FOR THIS MERCHANDISE
EXPORTED ON OR BEFORE DECEMBER 31, 1990 IS LIFTED.
SUSPENSION OF LIQUIDATION FOR ALL ENTRIES OF THIS MERCHANDISE
ON OR AFTER JANUARY 1, 1991 WILL CONTINUE.

7. THE PROVISIONS OF SECTION 778 OF THE TARIFF ACT REQUIRE
THAT INTEREST BE PAID ON OVERPAYMENTS OR UNDERPAYMENTS OF
AMOUNTS
DEPOSITED AS ESTIMATED COUNTERVAILING DUTIES. SUCH INTEREST
IS PAYABLE AT THE RATE IN EFFECT UNDER SECTION 6621 OF THE
INTERNAL REVENUE CODE OF 1954 FOR SUCH PERIOD. THE INTEREST
SHALL BE CALCULATED AT THAT RATE FROM THE DATE OF PAYMENT OF
ESTIMATED DUTIES THROUGH THE DATE OF LIQUIDATION.

8. THE FOLLOWING FIRMS ARE EXCLUDED FROM THIS COUNTERVAILING
